1.         Scheme Overview:
Mizoram Canteen Stores (MZCS) is a visionary initiative to empower women and youth by providing self-employment opportunities through village-level retail stores. The scheme aims to establish one MZCS outlet in every village of Mizoram – making essential goods available locally, at fair prices, through a modern and transparent system.

2.         Eligibility:
a)      Women or youth (18–40 years)
b)     Resident of the same district            
c)      Basic education (8th pass)
d)     Willingness to operate a retail store full-time
e)      Financial readiness for investment and stock
 
3.         Supply Chain & Products:
a)      Stock supplied by Ardh Sainik Mall DDC at the district level
b)     Orders managed via www.IndianMSME.org
c)      All branded products include canteen own brand Abhhyam, Avi, Best Surfer, and other MSME brands
d)     Support for digital and local marketing and promotion through various national network
 
4.         Key Features:
a)      One MZCS per village (first-come, first-served)
b)     Digital billing via mobile POS
c)      Transparent, tech-enabled operations
d)     Lifetime retail opportunity for women/youth
e)      Branded and Local branding products ranges as per the government compliance
f)      High returns and repeat customer base
g)     Abhhyam Pension Card – Pension Bond offer through Unique customer loyalty program of 65 months regular buying.   
 
5.         MZCS Store Allotment & Format:
Each village area in Mizoram will have one MZCS store, allotted on a first-come, first-served basis. Store Categories:

7.         Allotment Process (5 Steps):

About Us

Ardh Sainik Welfare Trust (ASWT) is a registered, non-governmental, non-political, and not-for-profit organization established in September 2015 under the Indian Trust Act, 1882. It is committed to the welfare, rehabilitation, and empowerment of the Soldiers Community and their families.

Founder's Background

Shri Puran Chand Arya, a former CRPF officer with 21+ years of service (including 11 years at the Ministry of Home Affairs), has made significant contributions including:

  • Drafting the Welfare and Rehabilitation Board (WARB) for CPMFs (Approved in 2007).
  • Launching the Central Police Canteen and PM Scholarship Scheme.
  • Policy work on ex-gratia, pension, and grievance redressal.
  • Recipient of J&K Special Duty Medal and multiple commendations.

Brief Profile of the Founder

Puran Chand Arya

Ex-CRPF Officer & Founder of ASWT

Puran Chand Arya is a distinguished former officer of the Central Reserve Police Force (CRPF) and a passionate advocate for the welfare of the soldier’s community. With over three decades of experience in general administration, human resources, policy planning, and government liaison, Mr. Arya has become a pivotal figure in the field of security personnel welfare.

He began his service in the CRPF in January 1990, dedicating the initial decade to field operations across sensitive regions such as Delhi, Jammu, Srinagar, Assam, and Punjab. From 2000 to 2011, he served at the Resettlement and Welfare Directorate (R&W Dte.) under the Ministry of Home Affairs, where he led numerous initiatives focused on soldier welfare, training, rehabilitation, and stress management.

After his government tenure, Mr. Arya held leadership roles in the private sector with organizations like Netra Projtech India Pvt. Ltd., Kent RO Systems, and Dabur India’s Marketing Division, managing administrative, HR, and liaison responsibilities.

Mr. Arya's most impactful contributions come through his work in the social sector. He is the Founder and Chairman of the Ardh Sainik Welfare Trust (Regd.) India — a registered organization supporting serving and retired personnel from India's forces. Through this platform, he launched several pioneering initiatives, including:

  • Ardh Sainik Canteen – a consumer retail network offering discounted products
  • ASWTIndia.org – India's first comprehensive welfare portal for the soldier community

His vision focuses on building a holistic ecosystem to address personal and social needs of soldiers. Under his leadership, the Trust has initiated:

  • Scholarship programs
  • Legal and grievance support systems
  • Professional education schemes
  • Marriage support services

Notably, he played a key role in conceptualizing and implementing the Central Police Canteen (now KPKB) and the Welfare and Rehabilitation Board (WARB), both approved by the Government of India. He also contributed to launching the Prime Minister Scholarship Scheme for children of CPMF personnel.

Mr. Arya has organized mass yoga and wellness programs with organizations such as the Art of Living Foundation and Patanjali Yoga Peeth. He has also led initiatives on HIV/AIDS awareness, and advocated for compensation and pension reforms.

An MBA in HR from Sikkim Manipal University, and a BA from Kurukshetra University, Mr. Arya holds multiple educational and professional accolades. He has received awards such as the J&K Special Duty Medal and commendations from senior officials at the Ministry of Home Affairs.

Through his tireless efforts, Puran Chand Arya continues to uplift the lives of thousands of soldiers and their families, making a lasting impact on India’s security community.
